My friend lives in NY and wants to start promoting affiliate programs. Is any familiar with the NY tax laws and why some merchants won't allow NY affiliates?

I believe NY passed a law that states that if you have affiliates in NY then that is similar to having a physical business in NY and the merchant must collect and pay sales tax.
